Recently, the General Office of the National Development and Reform Commission and the General Department of the National Data Administration issued the “Work Points for the Digital Economy in 2024” (hereinafter referred to as the “Work Points”) to make arrangements for the key tasks of the digital economy in 2024.

In order to fully implement the spirit of the 20th National Congress of the Communist Party of China and the Second Plenary Session of the 20th Central Committee of the Communist Party of China, in accordance with the deployment of the Central Economic Work Conference and the National Two Sessions, support the high-quality development of the digital economy, and thoroughly implement and promote the “14th Five-Year Plan for Digital Economy Development”, ” “Working Points” proposes implementation measures in 9 aspects:First, lay out digital infrastructure appropriately in advance.We will further advance the construction of information and communication networks, accelerate the construction of a national integrated computing network, and comprehensively develop data infrastructure.The second is to speed up the construction of data infrastructure system.Promote the implementation of the “Twenty Data Measures”, increase the development and opening up of public data, and release the value of data elements.The third is to further promote the digital transformation of industries,Deepen the intelligent transformation of the manufacturing industry to digital transformation, vigorously promote digital transformation in key areas, and create a digital transformation ecosystem.The fourth is to accelerate innovation and breakthroughs in digital technology,Deepen independent innovation in key core technologies, enhance the competitiveness of core industries, vigorously cultivate new business forms and models, and create digital industry clusters.The fifth is to continuously improve the level of public services,Improve the efficiency of “Internet + government services”, enhance the digital intelligence level of social services such as elderly care, education, medical care, and social security, promote the digital integration of urban and rural areas, and create a smart digital life.The sixth is to promote the improvement of the digital economic governance system,Strengthen digital governance capabilities, strengthen the protection of workers' rights and interests in new employment forms, and promote the establishment of a new pattern of multi-dimensional and co-governance.Seventh, build a comprehensive digital security barrier.Strengthen network security protection capabilities, improve data security governance systems, and effectively prevent various risks.The eighth is to proactively expand international cooperation in the digital economy.Accelerate the development of trade digitalization, promote the in-depth development of the “Digital Silk Road”, and actively build a good international cooperation environment.The ninth is to strengthen cross-department coordination and linkage,Strengthen the overall coordination mechanism, increase policy support, and strengthen statistical monitoring of the digital economy.

In the next step, the National Development and Reform Commission and the National Data Administration will work with relevant departments to fully rely on the inter-ministerial joint meeting system for digital economic development and focus on basic systems, major facilities, technological innovation, industrial development, transformation and empowerment, security governance, international cooperation, etc. We will make multi-directional efforts in key areas, strengthen overall coordination, form policy synergies, consolidate basic support for the digital economy, accelerate reforms, expand new tracks, deepen empowerment and increase efficiency, release digital dividends, optimize the development environment, and accelerate the formation of a number of iconic Results, using digital economic innovation and development to cultivate new productive forces and promote high-quality development.
